Allows Americans to deduct from their 2013 taxes charitable donations made between 1/1/14 nd 4/15/14 to victims of Typhoon Haiyan in the Philippines. Without this bill, a person would have to wait until the following year to claim such a deduction.
Argument in favor
Provides further incentive for Americans to donate to natural disasters expeditiously.
Argument opposed
Provides only a delayed tax incentive.

-For donations via phone/text, a contribution meets IRS record-keeping requirements if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.
