This is a poorly worded question because “yes” and “no” are not the only reasonable responses. I say “It depends”. It depends upon whether there is truly an emergency that can be effectively alleviated by spending that money. When the president tells us on national television that he doesn’t have to take care of the alleged “emergency” right away, but could wait a while, there’s obviously no emergency. There’s time for Congress to decide whether to spend the money — and how. And that, after all, is Congress’s Constitutional prerogative.
