Xenophobia is not the reason why people largely are in favor of immigration reform and a system that is mutually beneficial. People aren’t being treated badly by ICE, they are being processed in a system, that is flawed and broken. Legislatures need to stop virtue signaling about what is right and wrong and make good legislation to fix the fundamental issues. Create a system that encourages and educates individuals about American values as a part of a citizenship program and work with businesses to create a citizenship credit program! Where people/families with any skill set can earn a wage and citizenship credits based on hours worked, classes taken, community service performed, etc... micro loans could also be offered as a part of this system which in turn could give extra citizenship credits for entrepreneurial spirit. Being a part of a church, giving to charity could also earn credits. There could be things that make you lose credit like committing crimes, not paying loans back, getting fired, relying on govt assistance for too long, etc... this could be coordinated on local levels within counties and companies all over the US. Companies and citizen seekers could bid for employees or vice versa based on levels of skill and citizenship credits earned. There could be levels of citizenship-letting anyone in with a background check to start, then tracking there progress along the way with each level having different citizenship perks along the way. Entry level citizen (1), jr citizen (2), jr+ (3), full citizen (4). Some government assistance would be required to get them started and be reduced over time. If citizen seekers get stuck in a citizenship level, a review could be done and if a family or individual is not making an effort to get to the next level or cheating the system, they get deported. Anyone coming in could keep there citizenship of orgin as well. I would do away with all other forms of immigration such as marriage,etc., and funnel everyone into this program. I would change work visas to work contracts limiting the contracts to a year and if they are longer push them into the citizenship program as it would be more beneficial. I would push the asylum seeker program into this as well. The benefits to this would be huge and be driven by the market. It would keep families together, and let anyone in, as we should, being mutually beneficial to all stakeholders. Developing economy is done through people and there gifts and talents. This is an asset that is worth investing in. Create the program and vote for it both sides of the aisle. Everyone wins!
