Unnecessary. Fentanyl is already a controlled drug. Synthetic or not makes no difference. All drugs are decided to be scheduled or non-scheduled. Non-scheduled are those with no potential for abuse such as blood pressure medications, antibiotics, etc. Those with potential for abuse are scheduled into 5 control classes with V having less potential, IV has more, and III has still more abuse potential. I and II carry most potential for abuse based on how addictive they are and their profitability on black market. Thus, Fentanyl, as well as morphine, oxycodone, hydromorphone and others, are all already C-II controlled substances. They would be C-I, like heroin is, if it weren’t for their incredibly valuable legitimate use in pain management. C-I and C-II are pretty much the same with the exception that C-I has no legitimate medical use while C-II does. These are already heavily controlled and regulated. It is already illegal to synthesize any of them without tons of costly licenses and permits. This bill is unnecessary as these laws already exist. Enforcement and adequate sentencing for violators is what is needed, not another law. Also, vast majority of drugs are synthetic, but not few are addictive or dangerous. Simple lisinopril is synthetic but has zero abuse potential or street value.
