Disasters are by nature unpredictable. The proper role of government is to provide services collectively that individuals could not effect on their own like roadways. Telecommunications are the modern roadway most people rely upon. Companies provide these services over a wide geographic area. The cost of repairing their service should be built into their economic model. If I have a choice between a company pledging restored service in a timely manner and one that doesn't then I will chose the one that does. Government agencies should facilitate recovery by allowing access to telecommunication infrastructure. Every company should maintain a mobile disaster center that could be speedily dispatched to an affected area while repairs are made.
