Yes, this should be done, but what exactly is being done to correct emergency issues in communities like Flint? Every community that privatizes water and then ends up with water quality issues should immediately have water service taken over and the private utility should be dissolved. Does Congress have a plan for this? Is enough funding being devoted to infrastructure quality? Will the Army Corps of Engineers be monitoring private contractors who attempt to do this work, or it is just going to be a treasure hunt for private contractors who will then either create a protracted construction schedule or just go for a money grab? How will "improvement" be measured?
