I’m confused. It’s infringing on gun owners’ rights because they prefer to keep how many guns/types they own a secret? If a gun is considered a hobby or a means to a way of life, similar to a bike or a car or a knife for cooking .... does it really matter what data the government pulls? The odds of them looking at individual records for fun...if it can be guaranteed that the records would only be accessed after gun crimes are committed, then I say Nay. In car accidents, DMV data can be used with license plate numbers. Keep a record!
