It seems many naysayers haven't read the description of what this bill actually does. Private companies wouldn't be able to charge consumers for roaming rates if cell towers are down FOR MORE THAN 24 HOURS. But, it also gives them clearance to access disaster sites immediately to repair towers, which incentivizes them to quickly restore service to disaster areas. This isn't an infringement on states rights at all, it's setting the national bar. As for the private sector, it's very reasonable for the federal government to hold private companies to basic standards.
