Considering that the president considers his Twitter account a means to communicate to the people, that would suggest that they are official statements by the president. My concern is that this bill was designed so that his 3 am narcissistic fits of rage can't be used as evidence against him in the building Russian Collusion case, since he so often unwittingly tells on himself. For instance, on one day he calls the investigation a witch hunt that is completely false, and then another day he affirms that Russia did interfere with our election by stating that President Obama knew about it. Mr. Trump cannot have it both ways. Either these are his official statements to the public, or he needs to put Twitter down and communicate through the media that he hates so very much. He has left himself no other option.
