This is essentially to prevent lawsuits which in principle sounds nice since our country is too litigious. However, why protect corporations if they aren't doing anything wrong? If what is happening is legal and supports a free and safe society, then why hamper the court system from reviewing complaints? Is that what checks-and-balances are for? The executive branch wants data, the corporations share or don't share, if anyone disagrees at any point, they engage in the court system to mediate. Sounds like the system is working to me.
