I have some misgivings on this particular issue, but it comes down to a few simple things. If it's crossing state lines then yes, it can be considered federal business. The issue it comes down to is effectiveness. If the federal committee is able to actually do what they are setting out to then it should be effective. Otherwise it will only stall business and infrastructure unnecessarily. I also have concern about the part that says something along the lines of 'assuming they are invited by other agencies to participate'. Agencies as in state and county agencies must invite a federal organization to oversee federal business? If you have decided it's federal business then make it federal business, don't wait to be invited to your party. It needs teeth or it's useless. To try and put it in one sentence, yes it's the federal governments business so make sure you do it right or not at all.
