There is no legitimate non-religious argument against abortion. The belief that life starts at conception is a religious belief, and there is supposed to be separation of church and state. Abortion is legal (under certain circumstances) and so the only reasons not to fund it are moral/religious. People have every right to choose for themselves that they don't feel comfortable having an abortion, but people also have every right to get an abortion. No one has the right to force their religious beliefs on others, so abortion needs to be available as an option. In addition, not providing funding doesn't decrease abortions; it just decreases safe abortions. By not allowing the service to be provided through medical experts, the government is increasing the risk of death due to unsafe abortion, and therefore risking the lives of women.
