This bill would remove certain limits on overtime pay earned by Secret Service employees who either provided protective services in calendar year 2017 or will provide them in 2018. The agency reports that one-third of Secret Service agents (over 1,000) have already maxed out their annual overtime and salary cap.

The bill would also require the Secret Service to conduct updated threat assessments on all individuals protected by the Secret Service (except for current or former presidents and vice presidents) with a summary of the costs for their protection and submit it to congressional committees. When the Secret Service extends the protection of an individual it would also have to perform an updated threat assessment and notify Congress.

The Secret Service would also report on the agency’s attrition rate and provide a strategy for overhauling the agency’s recruitment and hiring process to improve retention. Within 10 days of this enactment the Secret Service would provide Congress with a list of all polygraph test questions it asked in calendar year 2016.
