This should not be government funded, and shelters provide a large base of trainable alternatives to bred dogs. Why should this type of program not be government funded? One example, there is no evidence that the TSA is more effective than it's private sector counterpart was prior to 9/11. The private sector should be responsible for what a lot of the homeland security does and should not be funded by the government but instead the respective civilian markets. Meaning, airlines and airports should be paying for this, not the fed. Airlines create the risk and therefore should pay for the protection, it's the preventative aspect of insurance.
