No. Duplication is not needed. There are already programs in place that may need to be revised but certainly need to be more strongly enforced. To note, it is imperative that every country involved should financially and appropriately do their part and it shouldn’t be the United States doing all of the heavy lifting. The unfortunate part regarding some governments is a lot of financial abuse and mismanagement occurs and then those in need continue to be left behind. Again, the United States cannot take on full responsibility for caring for these individuals. It is terrible and sad these individuals experience these abuses.
