NO! This is just a way to enable employers to keep from paying their employees for their work. There are so many "unwritten rules" and pressure on workers from coworkers and supervisors to NOT use their time off as it is, that this could amount to people getting nothing at all for their extra work. Plus supervisors usually have to approve time off so that's problematic if lots of people on the same shift all have a bigger pool of comp time, because they can't all take it at the same time. Pay workers MONEY for their work.
