If we start with a blanket amnesty for all then enforce the current system if they break the law send them home. Let those who are here get legal pay taxes and uses work permits as an intro to citizenship and benefits . The current system works if enforced. Make the local police enforce the law as well as the feds. No enforcement no subsidies . But first make it easy to be legal.
