This bill might seem like a step in the right direction but it puts the onus on the wrong population. Gas taxes disproportionally affect low income people because they have to spend a higher percentage of their income paying for necessities like gas (prices for other essentials may increase as well, due to increased cost of transportation). That being said, we have almost certainly hit peak oil at this point and SOMETHING needs to be done to deincentivize fossil fuel consumption. I think that companies should be taxed for their fossil fuel use and that oil companies should be taxed for production based on the emissions of their fuels. Optimally, earnings from a carbon tax like this would be spent on research and development of alternative energy production, but it could instead be returned to citizens, or might simply help balance the federal budget.
