Term limits. That will fix it, and so much more. Public service was never intended to be a lifelong career. People serving in DC for 30 years have lost touch with reality, and should return to their previous profession so they may earn a pension in the private sector. House limited to 4 terms, Senate to 2 terms. So very good politicians could still serve their state for a combined 20 years if so elected. But staying in one seat for a lifetime has got to stop. If we impose term limits and repeal/reduce pensions, then and only then will i be in favor of paying them more. But unlimited payraises unaffected by performance for career politicians is asinine.
