I can definitely see both sides of the issue - whether or not there are more counselors does not mean that automatically more students will go to see those counselors. So this has the potential to be relatively useless. But with more counselors being employed by schools, the overworked counselors that already have high caseloads could more likely dedicate more time to cases that need their attention. This could help both the children and the counselors. Also it fosters a nurturing, not authoritarian, environment, which could stimulate drive and creativity.
