Yes, they could include these factors, as long as the information can be voluntary. And, that it is clear on the form with every question that includes these factors that filling in these factors is optional and voluntary. But, I would be more comfortable if nongovernmental non profit agencies oversaw the data when it comes to these private and controversial factors of individuality that can lead to discrimination rather than the Federal government. Statistics on these issues could be very helpful when planning resources to help with issues that this special sub-population in our culture faces. But, again I think organizations that are nonprofits designed to look out for the civil rights and needs of this population should be the ones to handle that data entry and results, as well as storage of the data for future use. Agencies that are designed to help this population would be much more trustworthy to do this, rather than our government who has shown itself to be very bias on these issues AGAINST these individuals.
