I am not a fan of President Trump. But the powers of the Presidency are bigger than the person currently in office. This is a constitutional question. While Article I gives Congress the power to "declare war", the framers intentionally had the President be Commander-in-Chief of the armed forces to be able to act quickly in a time of crisis. That is exactly when a nuclear option would be needed. Say what you want about the current President, I'll probably join you, but let's not change the Constitution over one man. That would just feed his ego.
