As with some other recent bills, this is a no brainer. Why have we not been doing this all along? Or, have we and it’s just not well known or understood? Or, is it an appropriations issue?
It needs to be made clear that this is more than just retro-fitting by putting solar panels on roofs of schools. Insulation, updated electrical, more efficient A/C systems, zoned heating and cooling, windows with anti-IR coatings . . . all of it goes to improving energy-use efficiencies.
And, for new schools, there needs to be a universal minimum design standard for energy-use efficiencies. And that standard ought to be reviewed periodically based on changing technologies.
