I work in a technical field. This bill, while it's intentions are good, takes accountibility away. This is just another example of allowing education systems at the state level to do whatever they want - such as discrimination. Here's the quoted passage "The Secretary of Education would be prohibited from withholding funds from a state that doesn’t meet certain performance targets, instead allowing state leaders to develop an improvement plan that would be developed by local stakeholders and overseen by state leaders." In a word - nope.
