This bill joins continuation of social security payments with payments related to the national debt. It elevates those obligations above other legitimate ones. There is no justification for this. Congress has avoided taking responsibility for its own fiscal behavior. There should not be a debt ceiling; it is an anachronism brought on by Congress which can't seem to keep track of the disparity between the amount of taxes they raise and the level of spending they authorize. If there should be a penalty for such group ineptitude it should be leveled against them, not recipients of Federal spending.
