Does the VA Need to Improve How it Recruits and Retains Physicians and Other Employees?

Absolutely. Recent experience with the performance of VA , overloaded with underperformers that rig the data, justifies more authority for the the leaders of the VA to make the organisation work for veterans. They deserve the best.
