Public funding should only be allowed and spending limits imposed. "Buying" elections by corporations and private interest groups is the norm today. Most incumbents go unchallenged as the longer they are in office the bigger their "war chests" to outspend any opponent. Public financing would break the stranglehold of the US two party system. The Republican and Democratic parties decide who runs and who receives financial support effectively blocking reform minded candidates that challenge the status quo. There will never be truly "free and fair" elections and meaningful government reform until campaign financing is brought to heel.
