I'm voting for freedom. The citizenry has some say over the legislative action of Congress. We elect who gets to be there and can remove them if enough people are dissatisfied. But the citizens have no say over regulations coming from federal agencies. They are an unchecked power. Regulations are, essentially, laws passed by unelected and unaccountable bureaucrats from unconstitutional executive agencies. There is no authorization for them. They have no rightful authority by which to make their laws, enforce them, or for that matter to exist in the first place. In my opinion the language of this is even too conciliatory. Congress is taking a scalpel to these federal regulations, and while that's better than nothing, the instrument the country needs is an ax.
