Google is a huge proponent of Net Neutrality and here is why. Net Neutrality laws will not affect Google since they do not pay transit providers to deliver content to its users, it peers with the transit providers. Google knows that smaller companies, competitors, and start-ups lack the resources and capital to build a global network infrastructure to be able to peer with providers. They must instead become customers of higher expense service providers to reach end users. This stifles competition in the market, because these smaller companies, under Net Neutrality are subject to a load of regulations that Google and the large corporations are free of.
Enforcing net neutrality does the opposite of what its proponents claim. It results in an internet where a small number of large corporations have access to peering agreements with large transit providers ("the fast lane"), and the rest are subject to far fewer options of services and growing and gaining market share. They will be denied the opportunity to shop around for different ISP plans that suit them best.
