This is tempting for me to vote for...in rural Texas this year, my family had one carrier to choose from and just a few plans. But it misses the real issue: TEXANS DID NOT ENROLL. Carriers are fleeing. The risk wasn't spread. Why? In large part because TX did not expand Medicaid, create a state exchange, or promote the ACA. States that did have had huge upticks in enrollment. I do not want an exemption from the penalty. I want more carrier choices. That will only happen if TX stops fighting the ACA and Texans enroll.
