The latest police intelligence and intelligence from our intelligence services should be used to formulate realistic scenarios looking at recruiting methods, training, weapon acquisitions and attack scenarios in setting up the red team who will play the role of simulated terrorists. The blue team will have to figure out what the red team might be up to and how to find them. With respect to weapon acquisitions light firearms are simple. We already have easy availability. As for large scale explosions could civilian gas or chemical storage or transport be exploited in some way? How might terrorists use cyber attacks as part of their intelligence collection and as part of a coordinated attack from the safety of their own countries coordinating with armed people recruited from within the United States who may or may not be immigrants or who may or may not have traveled anywhere.
