In general, we should avoid creating “one off” special programs for immigration. In my opinion, we have to many of these exceptions now and they usually wind up being trouble because they are difficult to end. That said, it is important to support the people that support us provided that they can pass all the same vetting that is required by other immigrants. Not sure that 4000 per year is the right number. It sounds like a lot. And unused visas should not carry over from one year to the next. Finally, any legislation should include a positive end date for the program.
