Regulating banks to serve Americans more fairly is not over-regulating.
In Europe even low-income people have a $500 or higher automatic overdraft account without charge per month, for about $20/year. As long as the account is positive once a month no fees are charged. If the account remains in debit, then a 2% fee is charged on the outstanding amount. This helps everyone manage the discrepancy between paychecks and billing dates without gouging customers. Charge for actual services, don’t play games with people.
