As a retired federal civil servant I have personally witnessed and was involved in disciplining employees under my supervision, I had people that constantly abused their leave situation. People came in late, called in sick, took long lunches, etc. I kept records and also took remedial action with progressive penalties. When I had several months of documentation I went to our Management Employee Relations Branch at our Civilian Personnel office and presented the extensive documentation and pressed to have an employee fired for dereliction of duty. After all of this time consuming process of documenting abuses, counseling and progressive penalties the Labor Management Employee Relations Branch to fire this employee they declined to do so and the backing from my Division was not willing or able to back my position so the employee continued to abuse the rules. CIVIL SERVICE system must be strengthened to support disciplining of system abusing employees.
