While this resolution is ridiculous and should have probably been killed before it got to this point, it's here now and we might as well take it seriously. Art is defined as the expression or application of human creative skill and imagination, typically in a visual form such as painting or sculpture, producing works to be appreciated primarily for their beauty or emotional power. Magic acts conform to this definition perfectly. Though they may not appeal to all viewers (and really, what art form does?), magics inspire emotion in a large part of the population and are perfected through long practices and creativity. This art form has played a part in influencing many of our culture's greatest figures and inspirations (as stated by the resolution's text), and so it wouldn't be unthinkable to classify it as a national treasure.
