This is a public health issue. Critics of the bill say that criminals will still be able to obtain assault rifles, and this will only prevent law-abiding citizens to legally own assault rifles. However, many previously "law-abiding" citizens commit mass shootings with legally-obtained assault rifles. Without assault rifles available, mass shootings will be conducted with weapons that have lesser capacity to cause numerous deaths. This is a grim view, but it may lessen the devastating number of deaths in future events like the Sandy Hook shooting.
