As floods happen more often, hurricanes get worse, and snowstorms increase in intensity, someone is going to need to pay for all the damage. FEMA cannot stay sustainable at current funding levels. I think it's only fair for industries that have exacerbated the climate crisis such as the fossil fuel industry should be asked to disclose what they knew about the effect of their industries on the environment and be willing to pay up. It happened with tobacco, it's happening now with opioids. Fossil fuel industries are next.
