The president has the authority to deploy the Marine Corp without congressional authority. The Office of the President (does not matter who the President is, or if I like that particular President or not) should not be given this authority because it encroaches on the system of checks and balances that our country was founded with. The President is the commander-in-chief true but he serves in that role by the authority of the people. Congress is, at least in theory, the method by which the people express this will, by removing this check you remove the voice of the people in deciding whether or not this country takes military action. Furthermore, this would set a dangerous precedent because ISIS is such a loosely defined organization. Giving the President this authority is going to raise further ethical issues as to who decides what qualifies a terrorist threat. This is a dangerous and poorly disguised attempt to consolidate power into the Executive Branch.
