This is a key step toward a realistic future for our great nation. However, during key national crisis situations there needs to be the option to increase percentage for short durations. Leading up to and during WWI, the US spending was at 30% of GDP (up from only 10%) in order to train and equip a military that was sorely inadequate and proved that in their initial clashes. A similar trend occurred during WWII but went as high as 50% (up from back near 10% between the two). Spending needs to be able to increase during a massive national crisis.
