Should Funding be Automatically Extended to Prevent Gov't Shutdowns & Cut if Congress Doesn't Act?

While I understand the intent of this bill, it does not solve the problem, which is the inability of Congress to do their jobs. Pass a bill to reduce their salary in addition to assessing a daily fine.
