This bill — the Conserving Ecosystems by Ceasing the Importation of Large (CECIL) Animal Trophies Act — would restrict the importation of African lion trophies and other sport-hunted species that have been proposed for listing under the Endangered Species Act (ESA).

Specifically, this bill would:

Amend the ESA to treat species proposed to be listed as threatened or endangered as though they’ve already been listed for the purposes of trophy hunting import licensing, thereby prohibiting unpermitted take or trade of species proposed to be listed;
Require that any wildlife imports to the U.S. enhance the species’ conservation;
Direct the Government Accountability Office (GAO) to determine whether there’s any evidence that trophy hunting in foreign countries contributes to wildlife conservation and recommend reforms for the industry;
Direct the Secretary of the Interior to produce new enhancement findings with public comment and prohibit the import of elephants and lions from Tanzania, Zimbabwe and Zambia (thereby reversing the Trump administration’s overturning of Obama-era rules on this issue);
Require trophy importers to cover the full costs of the U.S. Fish and Wildlife Services’ (FWS) hunting import program;
Strengthen language in the ESA requiring public note in the Federal Register when an exemption or permit application for endangered or threatened species has been filed; and
Terminate the International Wildlife Conservation Council, a Trump administration-created forum for the promotion of international trophy hunting.

The first provision of this bill would offer an additional 12-18 months of protection for vulnerable species that haven’t yet had a finalized listing under the ESA. Currently, the ESA requires that proposed listings be finalized or withdrawn no later than a year after the proposal is made, with a six-month extension possible in the case of scientific uncertainty.
