Focus on desired outcomes not spending requirements-- as defense needs have changed so will the necessary outcomes from defense spending. Efforts should be coordinated for security needs of the country and all NATO members together--for example heavy equipment vs additional intelligence assets. Try to analyze why the expenditure targets are not currently met-- fiscally, are the expenditures feasible? What effect has the recent events in Europe had on the opinion or willingness to spend. Also, in the context of recent quotes by a candidate for president, does this resolution weaken the standing signal of mutual defense of the NATO treaty countries? What would the implication of this be on countries considering joining NATO?
