First we need to have the details of the Social Security Fund reported publicly! The American people deserve to have a public reporting of the current state of the Fund and explanations for why is is at the level it is and what needs to be done by ALL of us to extend its functioning through at least 2050. We need to understand what our options are, and a public discussion of the issues involved is needed. No action to change benefits or contributions or age of access should be attempted until the details of the problems have been shared with the People. Bipartisan committees in both House and Senate need to be convened and charged with developing a plan of action. IMO those committees should meet together once they have outlined their initial recommendations, and they should coordinate as much as possible to achieve a House and a Senate bill that have bipartisan committee support. These bills should then be taken through the process of review in each legislative body and further brought as close to bipartisan agreement as possible before the final votes in each legislative body. If no reasonable compromise can be made between the two bills after a reasonable time period, the process should be discontinued and not reattempted until after the 2018 elections. This same process should be followed and continued until agreement between the House and Senate can be achieved and a bill is produced and passed. This process must be open and transparent. The American people must be involved in this process and their concerns voiced. Social Security is something all of the American people have contributed to and they deserve to know what has happened and why changes are necessary, and they must be engaged in the process of fixing it since they will be the ones affected by the changes.
