Should Companies in Bankruptcy be Prohibited From Paying Bonuses to Executives?

Going bankrupt is a sign that money has not been managed well. Higher ups should suffer at least a little for helping this situation to arise!!!! People at the top should have more ethical obligations to society as a whole!!!!!
