Like it or not, the President does- contrary to what Faux News and the GOP would have you believe, have the authority and responsibility under the Constitution to deploy the military for up to a year without permission from Congress (He doesn't even need to inform them for a significant period- I cannot remember off the top of my head, but it is something in the range of 2 weeks- after they are already on the ground). This is more election cycle rhetoric- AT THE EXPENSE OF OUR SERVICEMEN AND WOMEN, COURTESY OF THE GOP. Congress doesn't get it both ways- they don't get to claim the world doesn't respect us and we are too weak on ISIS then, every time he takes action, block the action. President Obama is a Constitutional Scholar by the way; he knows his way around the intricacies here. He also gets briefed and advised daily by the military's top generals and the CIA, State Dept, and NSC on how to proceed. He isn't doing this lightly or without the very direct input from top Generals. President Obama isn't a Bush, getting his strategic military and State advice from a Cheney and Rice duo.
