This bill — the Break the Cycle of Violence Act — would provide $90 million in federal grants to 10 communities for evidence-based gun violence intervention and prevention programs designed to interrupt cycles of violence. Of the total, $65 million would be reserved for programs run by local governments or public-service groups that operate in those communities. The remaining $25 million would be designated for hospital-based intervention programs.

Communities that experience 20 or more homicides per year and have a homicide rate at least twice the national average, or communities that demonstrate a unique and compelling need for additional resources to address gun- and group-related violence, would be eligible for these grants. Each grant would be renewable over five years, and funds given would be commensurate with the scope of the proposal and the demonstrated need.

Grants would be used to implement the following violence reduction initiatives:

Hospital-based violence intervention programs (HVIP) — These provide intensive counseling, peer support, case management, and social services to patients recovering from gunshot wounds and other violent injuries.
Evidence-based street outreach programs — These initiatives treat gun violence as a communicable disease and work to interrupt its transmission among community members. They use street outreach workers to build relationships with high-risk individuals in communities and connect them with intensive counseling, mediation, peer support, and social services in order to reduce their risk of violence.
Group violence intervention strategies — These are a form of problem-oriented policing that provide targeted social services and support to individuals at the highest risk for involvement in community violence along with a process for community members to voice a clear demand for the violence to stop.
