This bill, if passed, would penalize people who earn less income. For example, follow this hypothetical situation: Citizen 1 earns $50,000/year and spends $25,000 on items/services taxable under this plan. At 23% x $25,000 that would amount to $5,750 or an 11.5% tax rate ($5,750/$50,000). Citizen 2 earns $1,000,000/year in income, including capital gains. Poor Citizen 2 needs to spend $25,000 on the same items/services AND buys a new Jaguar for the collection (at $100,000). She now has to pay 23% on $125,000, which is $28,750. Her percentage of income paid would be $28,750/$1,000,000 or 2.875%. Citizen 1 who earns much less, doesn't get a new Jaguar, and pays a much higher percentage of her income (11.5% vs 2.875%) under this plan which favors the rich. Citizen 2 would also have to buy a gold-plated Ferrari at $375,000 to reach 11.5%!! A better plan would be to tax all income (including capital gains and inheritance) at the same rate for everyone. That way, everyone would pay the same percentage of their income towards taxes. Earned income, capital gains, inheritance, etc. rates would obviously be different X%, Y%, Z%, etc., but Citizen 1 and Citizen 2 would pay an equal percentage of their respective income sources this way. I wouldn't vote Republican if they resurrected Abraham Lincoln and put him on the ticket!!!
