First of all, the House of Representatives in its current gerrymandered form is not representative of the U.S. Secondly, the House does not have the capacity to effectively evaluate regulations within the given time frame and review all the evidence, expertise, public input that are incorporated into the regulation process. The House is too politically polarized and infected by special interests, donors (thanks Citizens United), etc. to make fair and just decisions. The Senate, meanwhile, is not democratically representative at all in terms of population. People in Wyoming would have equal say on regulations impacting California despite California having a significantly larger population.
