As I look at the other opinions, whether yay or nay, they ALL believe in this bill. The only difference is whether it should be done immediately or wait six years. I believe the funds need to be dispersed, regardless of what time is set. This money was given for election or reelection, not to be held in perpetuity. Those who oppose this isn't worried about how hard it is to get it back to the owners; they just don't want to do it. This is the political version of lost immigrant children. If this government can lose a mother's child and they refuse to get them back together, I'm guessing they have already "lost" this money.
