We had these missiles years ago so it doesn’t seem like “development” is a problem unless you’re talking about short range hypersonic missiles. This needs to be part of an overall strategic defense strategy and that needs to be evaluated before any legislation to block it or fund it is passed. Deterrence may be required but provocative deployment may simply be bad and Bolton should not be trusted to make the decisions alone. We used to have defense planning but it looks like we have just divisive politics in it now with one side wanting everything and the other none. Not how it works.
